ECS is one of three Orlando-based simulation firms among the seven contractors awarded the Electronic and Communication Services contract.
September 8, 2021 – (Orlando, FL) – Waymon Armstrong, president/CEO of Engineering & Computer Simulations (ECS), announced that his firm was recently awarded a position on the Electronic and Communication Services contract (also known as ECS). Seven companies were awarded the potential 10-year, $238 million contract to assist the U.S. Marine Corps (USMC) sustain current and future training equipment and education requirements for the Fleet Marine Forces, which includes both active duty and reserve components, and all supporting establishments.
This indefinite-delivery/indefinite-quantity contract (IDIQ) includes a $127.3 million base value over five years and includes five one-year option periods which, if exercised, would bring the overall potential of this contract to an estimated $238 million. Work under the multiple-award contract (MAC) would extend through August 26, 2031, if the USMC chooses.

According to the Department of Defense, the Marine Corps Systems Command received proposals from 14 companies for this contract. The seven contractors who were selected will compete for task orders to develop new technologies for Marine Corps’ training systems, including the Combined Arms Command and Control Trainer Upgrade System, Marine Air-Ground Task Force Tactical Warfare Simulation, Deployable Virtual Training Environment, and Combat Vehicle Training Systems.
